In SharePoint 2013 while creating a SiteCollection we have will have 2 dropdowns 2010 & 2013. If You select 2010 I am able to create a SharePoint 2010 site & There is an option to Upgrade to SharePoint 2013 site.
Any How if you select directly 2013 you can directly create a site in SharePoint 2013.
